I'd say move from one department to another, not to from one department to "staff".
Of course delegated/handed over are correct, but I add another option (see Van Dale NL-EN).

neutral  Michael Beijer: although I agree with ‘moved to’, I'm not so sure about ‘areas’. ‘production areas’ sounds more like ‘in the production hall’ or sth. I think this is more about the type of staff than the room where the work is being done. / aha! OK.
