Explanation:
Chaseren (it's misspelled in your text) means to expedite, so it looks like someone has gone for and misused a Dutch word, besides inventing one that doesn't even exist. Even in French, chasser doesn't mean to evacuate. (Drive away/out maybe).
Evacuate and evacuation route/plan are standard terminology used in these health and safety documents.
It would be nice to see a decent source text once in a while. I'm surprised that even a source language native speaker has doubts about the meaning. Figuring out what the author actually intended to say instead of translating what s/he said seems to be one of the main skills required for translating Dutch. ;-)

  -> I did an NL Dutch text the other day loaded with such nonsense/blunders. you have to use common sense here and evacuation is the word that one would expect to find. in Be texts, it's either just poor writing, a poor translation or a non-native author
agree  Tina Vonhof (X): Het kan niets anders betekenen. Het lijkt me een combinatie van het Franse 'chasser' met het Nederlandse 'uit'.

  -> what's funny is that chasser doesn't mean evacuate either.Often happens in Belgian texts when a Fr speaker wings it to write in NL or Dutch speaker wings it to write in Fr. Many places hire 1 person for all languages. Or is just bad writing. ;-)
agree  L.J.Wessel van Leeuwen: or trying to impress? Some brag their ltd knowledge by using "french/english" words in Dutch, not a poor language! Strange is that the natural inclination shld be 2 use German.

  -> who knows why they would have used/invented this term. evakuieren is German for evacuate, but yes, from is 'aus'. Anyway, the Fr chasser makes no sense either. totally strange.
agree  Kitty Brussaard: Wat kan ik hier nog aan toevoegen? :-) / Voor 'chasseerplannen' zou ik in deze context i.p.v. 'evacuatieplannen' eventueel ook 'vluchtplannen' gebruiken.
