Imho, you have to move away from a too literal translation of stemmingkwekende. for me, there is too little context-who is getting whom 'going' about what. is it clients, employees or who?

neutral  Ken Cox: Agree with empty/hollow. IMO the tricky part in English is 'stemmingkwekend'. My first instinct was 'rabble-rousing' (as in 'stemmingmakerij'), but that may be going to far. Maybe 'intended to create a particular sentiment'.//Amen!

  -> Rabble-rousing sounds OK to me. To produce good idiomatic English in cases like this one, you have to be immersed in the text and get the inspiration for the translation as a whole. Taken in isolation, these phrases are very difficult to render.
