When deciding between easy and pro, err on the side of pro. Most questions will be pro.

I think you can only explain it, as this is a 'standard' term in Dutch (for those who understand, of course) but extremely complicated for anyone else. Pension systems are only understood by the people who design them; I sometimes think. My suggestion is a first try. I understand that this salary limit is the limit before the discontinuity system kicks in? Or does not kick in? (that's why I used just 'change'). I miss reference to discontinuity in service in your sentence, even if it is about that in your explanation.
I suppose it has something to do with if you earn more than X, it is more advantageous to divide the pension plan into different parts.
