Mise sur houle figée du navire complet.

This is what I have found to describe this in a software description.

calculer le navire :

caractéristiques hydrostatiques à la flottaison théorique,
tableaux des éléments hydrostatiques pour différents tirants d'eau et assiettes,
bilan des masses,
caractéristiques de stabilité en fonction des différents cas de chargement, aux petites inclinaisons (longitudinales et transversales) et aux grandes inclinaisons (transversales), à l'état intact et après envahissement de un ou plusieurs compartiments,
effort tranchant et moment fléchissant dans la poutre navire sur mer plate et houle figée,

I suspect you could probably get away with 'fixed swell'.
It probably infers 'fixed swell direction'.

I haven't found an example where it's possible to "prove" the equivalence between the terms (the closest I came was here https://3w2.ensta.fr/~dfr/Cours/index.php?usebdd=ensta&sigle... , unfortunately they haven't bothered translating the timetable into English...), but it seems reasonable to me. Perhaps people with more maritime experience could confirm or discount this possibility..?
