Eurodicautom says this is a medical school graduate who hasn't gone on to specialize yet (but it doesn't provide a translation). "Resident" is apparently US English (I need UK English). Basic physician?

agree Kate Hudson (X) : a basisarts is a doctor who has obtained his medical degree but has not completed further training yet. This training can be as a GP (2-year training in the Netherlands) or as a specialist (anything up to 12 years depending on the specialisation)

The second reference is better, but both show that this is the equivalent of a resident.

(basic) physician

Ik neig er toe zelfs nog dat "basic" weg te laten. "Resident" is een arts die in opleiding is tot specialist en niet iedere basisarts is een "resident". Een "junior" klinkt meer US dan UK, IMHO.
