what is the best way to translate 'tuttig' with reference to a haircut? The implication is that it looks kind of matronly, neat, dull, but definitely not frumpy?

Perhaps the word you're looking for is demure - neat and tidy nothing outrageous but distinctly not old fashioned more like neat and tidy which matches some of the current fashion very well (not the dandy style) Goes well with the Chanel suit for instance - the sort of Audrey Hepburn look especially the big eyes!

I think frumpy is as close to tuttig as you can get.

This is what I would say at home, where we speak both Dutch and English all the time, staid is more boring to me (saai) not tuttig. A matter of personal preference/taste/experience, I suppose. I'm sorry I still suggested frumpy.
I think frumpy is as close to tuttig as you can get.

I don't really think that a literal translation will suffice here. To my mind, neat and formal hairstyles come under the 'classic' haircuts' category, i.e. the classic bob, which is usually pretty prim and proper.
