perform work on a time and expense basis

'Werken in regie' - also known as 'regiewerk' or 'werken op regiebasis' - means that the customer is charged (after completion of the work) for the actual costs (hours, materials) incurred. It is the opposite of performing work under a so-called 'fixed-price' or 'fixed-fee' contract.

agree Neil Cross : Or "on a cost-plus basis" (where the 'plus' part represents the contractor's profit margin).

Thanks Neil. I'm not quite sure whether profit margins are charged/added/calculated separately in Dutch 'regiewerk' (i.e. rather than being incorporated in the cost price of labour/material). Perhaps one of our colleagues can confirm or refute this :-)

depending on werken being a noun or a verb, but i suppose it is a noun here, so, Id got for performed by a sub contractor (i.e outsourced)
