Doorcentralisatie is a term used in education policy in the Netherlands, sometimes abbreviated to DDC(!). Its meaning in the piece I'm translating is expressed in this article from the Dutch education ministry's website (although this is not what I'm translating):

"Als de doorcentralisatie van de primaire arbeidsvoorwaarden een feit is, zullen de CAO-afspraken niet meer door de minister van OCW en de personeelsorganisaties worden gemaakt, maar door de schoolbesturen en hun representatieve werkgeversorganisatie, de PO-Raad. Deze doordecentralisatie sluit aan bij de eerdere decentralisatie van de secundaire arbeidsvoorwaarden in het PO met ingang van 1 augustus 2006."

Does 'door-' here refer to an ongoing process, or something else? Is anyone aware of an accepted translation of this term yet (IATE comes up with zilch). All input appreciated!

Full/complete I would like to add 'full' or 'complete' decentralisation as some more options. The point is, decentralisation is a process that is happening from the top down through to the entire organisational structure, and I think it is important to keep that notion in your translation.

Phased / ongoing decentralisation Going by Kitty's and Chris' own comments I think that both 'phased' and 'ongoing' (Chris' own possible solution) decentralisation are worth considering.

continued decentralization

"Doordecentralisatie" is an informal Dutch expression which means "continued decentralization".
Example sentence:

Whether a modest urban revival is actually in the offing, it is unlikely to significantly distort the continued decentralization of population and jobs.

Given the legal basis that now exists, the prospects for continued decentralization in line with the TA recommendations are good.

Hi Chris! Going by my 'gut feeling' as a native speaker and judging by some of the references I took a quick glance at on the internet, I would say that 'doordecentralisatie' basically means decentralising from the highest (most centralised) to the lowest (most decentralised) level in various steps (i.e. until full decentralisation has been achieved so to speak).
See f.i. the 'doordecentralisatie' from the 'overheid' via the 'gemeenten' to the 'schoolbesturen' described in the example below:

Kernwoord bij onderwijshuisvesting is ‘doordecentralisatie’. Eerst werden de taken, verantwoordelijkheden en financiering voor onderwijshuisvesting gedecentraliseerd van de overheid naar de gemeenten. Vervolgens werd het onderhoud van de schoolgebouwen verder gedecentraliseerd naar schoolbesturen.
