What we decided! Not quite sure where to put this information, sorry if it's in the wrong place. First thanks to everyone who helped me with this. After lengthy discussion with the client, and taking all your suggestions into account, we decided on: 'propelling' industries, with the annotation 'not primarily dependent on local markets, rather oriented towards supra-regional markets'.

I'm not an expert here, but it sounds like the distinction is between provision of products and services directly to consumers and provision of products and services to other economic players. This distinction might also be specific to the Netherlands.

Bij de analyse van de werkgelegenheidsontwikkeling per bedrijfstak wordt een
onderscheid gemaakt tussen de verzorgende sector en de stuwende sector (1). Stuwende bedrijfstakken genereren namelijk vaak inkomsten van buiten de provincie, terwijl dit voor verzorgende bedrijfstakken maar in beperkte mate geldt.
(1)De verzorgende sector bestaat uit de bedrijfstakken niet-commerciële dienstverlening (overheidsinstellingen, onderwijs en gezondheidszorg), horeca en detailhandel. De stuwende sector bestaat uit landbouw en visserij, industrie en nutsbedrijven, bouwnijverheid, groothandel, vervoer en communicatie, financiële en zakelijke dienstverlening.
