Help with a pragmatic translation of "Prefect"and other terms in Venezuelan birth certificates

I am interested in a pragmatic translation of "Prefect" (Prefecto) as that who certify records of birth certificates. Are there "Prefects" in English speaking civil registration offices?
Venezuelan birth certificates have Prefect, Civil Chief (Jefe Civil), First Civil Authority. I use "Register of deeds" but I see many local literal translations to "Prefect". I wonder if it reads well in English.
