I wonder if it might me "joint military command something (logistics)"??

Proposed translations

JMCL

It is a EU code related to control of atmospheric emissions, definitely the same in English. Maybe of French origin? I have seen it used (and found one link), but do not know exactly what it stand for.
Note from asker:
I think that “JMLC” must be Joint Multinational Logistic Command (see http://www.almc.army.mil/alog/issues/mayjun96/ms062.htm)
