I am translating a report on HIV/AIDS programs in Angola. It's not clear to me in the passage below whether they are saying that these providers actually have programs on voluntary counseling and testing (VCT), or they trained their personnel in the techniques thereof, or .... ?

A preposição "a" é essencial para completar o sentido de "funcionarem" e o sentido é o mesmo que "que funcionam" ou, em inglês, "which operate". Aí, pulando o acessório "nos hospitais gerais e clínicas pré natais de 7 províncias (Lunda Sul, K-Kubango, Zaire, Uige, Malange, K-Norte, K-Sul)", chegamos a "sobre técnicas de XXX" onde "XXX" é "aconselhamento e testagem voluntário[s]". O sentido é que estas são as técnicas (ou melhor, os métodos) principais ou de base para o referido programa.

I am not familiar with Portuguese from Angola, but it is still Portuguese, and I read the passage about a dozen times without much success. I wonder if there is something missing right after the 7 provinces are listed.
