neutral William Murphy : A shell or front company implies that there is another business behind it. I understand 'cartiere' as: there is in fact no company except on paper. So, it's not a front. It's a fake.

in general English I believe we could simply say a company that exists only on paper. This term may fit the specifics of your context though. Hope it helps.
