Of course, depending on context, it might not mean doing this by sending out too mcuh spam for example — it might be to do with making mailboxes bigger and hence 'heavier' in terms of computer space; but I'm afraid all this depends entirely on the surrounding context!

It seems to me that this has something to with restricting the size of the email storage capacity (inbox and sent) on a (local) computer before having to archive to the server.
