I realise you could have thought of this yourself. I am using the below-mentioned dictionary and it offers alternating / interaction / reciprocal and the like for "wissel" in different contexts, although not in this particular instance.

Comment: "As it turned out, "wisselverwarming" was used in the sense of "verwarming van wissels" (the points of a railway line). Maybe pretty obvious, given the subject matter of the agreement (the construction of a railway line), but it had us all baffled apparently. Thanks all the same. "

The switch is a railway track switch. You may use teh BE term points if you like. "Units" may be replaced with "installations" or "systems". Whatever fits best into the context.
