What does "photographic walk abouts" imply?
It is used in UK's Parish Plan development.

Would it be possible to give the term in context? I can think of 2-3 possibilities. Are there famous people or models involved? What type of development is it (P.P. doesn't really help me personally)? Is a professional photographer involved?

A series of photographs which explain the appearance and details of a locailty or other item(s)

Walk-abouts (or walk-arounds, or walkarounds, or even walkrounds) are means of showing to people who are located remotely what certain locations or certin items (particularly buildings, ships, aircraft, trains, cars) look like -- both generally and in detail. Today, there are entire websites devoted to walk-abouts of, particularly, vintage means of transport, as shown by the links.

In this particular instance, a Parish Council in Britain (a semi-official local government unit, of which several dozen may exist within a District Council's territory, and thus the smallest unit of local givernment in the UK) is providing photos to those who are away from its area so that they can gain an impression of what the locality looks like and how it would change if a town planning proposal were to go ahead.

It is about models, not about politicians or celebrities, when an artist walks around the object (model) taking several photographs and chooses only a couple for his show/magazine. "Walk abouts" - is an art of photographic exposure and taking shots.

a group on a walk around taking photos

When you do a photographic walk-about, you get a group of people and you walk around the place of interest and take photos. It could be a building site, a town, a work place or even at an Auto repairers.

A lot of insurance companies now do their accessing via a PC with the home / auto repairer doing a photo walk-around the house / car and sending the images live back to the repairer. (They do it live so there can't be any touch ups of the photos) Councils will also do a Photo walk-about, and it will be done up as a presentation, if they are looking at approving a new sub-division, It saves having the entire council going out to inspect the site.
