Is there an excepted term in English for these (from Spain), according to Wikipedia:
"Manufacturas reales son las instalaciones industriales que se fundan a iniciativa de los monarcas absolutos durante el Antiguo Régimen, como resultado de la aplicación de la política mercantilista. Muchas de ellas se dedicaban a la fabricación de objetos de lujo, para el consumo en primer lugar de los propios palacios reales."

"Creadas por los monarcas, las manufacturas reales basaron la producción de objetos de lujo en la división técnica del trabajo y en el secreto de los procesos tecnológicos "

Comment: "Many thanks. In the end I went for "Royal manufactory" - an antiquated word for an old establishment which I did not want to call a "factory" with its modern connotations."

Mercantilism and Policy
Navigation - control the waterways (monopoly)
Trade Monopolies to increase inflow of specie
Domestic monopolies to extract gold from people
***royal manufacturers***, guilds, special privileges

Because the mandate of the new industries restricted their activities very precisely, **royal manufacturers** found it difficult to add new capacities and develop new technologies.

"royal factories"
In the seventeenth and eighteenth centuries, there were textile and other factories operated by the Spanish Crown mainly for the production of luxury items that only few could afford. Many of the objects in production were intended for royal use in the furnishing of palaces and other royal properties.
In the Americas, the Crown also set up overseas versions of the Casas de Contratacion which were also called "manufacturas reales" or "royal factories," although they were not factories for production, but functioned as customs houses for assessing and collecting customs duties.

Example sentence:
Another way the Crown regulated trade was by setting up corresponding Casas, called royal "factories," in the colonies.
n Spain, the death of the last monarch of the Hapsburg dynasty in 1700 brought ... royal factories that, unlike those in France, often were state owned

royal manufacturing (or just simply royal manufacture)
"FROM CRAFTSMANSHIP TO ROYAL MANUFACTURING (or just simply ROYAL MANUFACTURE)"
"Set up by monarchs, royal manufacturing (or just simply royal manufacture) based its production of luxury items on skilled (or specialized) craftsmanship and patented (or patenting of) technologies "
This "patenting" of technologies was, of course, strictly controlled by these monarchs.
