In a PPT presentation, there is the phrase

If 納得 is to "fully understand", then 腹落 would be to "identify with" the key concepts (initiatives).
As in:
the teacher should state the lesson objective very clearly before each learning experience so that students see a purpose for the activity and identify with the goal of the lesson.

I think this is coined by the author, or a msitake. But I am pretty sure that it comes from 腑に落ちる（almost always used in negative: 腑に落ちない don't understand, can't figure out, can't share (the idea)...) 腑 means internal organs, or center of 腹. Maybe because 腑に落ちない is hardly used in a positive form, but the author wanted to use it as positive, he coined the word, 腹落ち, to mean to let them understand from their heart (stomach!).
