Brontekst - Nederlands Voor wie vaker geld overmaakt, is er sinds kort de Gold Card, waarmee je kunt sparen voor kortingen of gratis bellen naar het buitenland. Een Spaanstalige man in een geel Western Union-poloshirtje deelt er foldertjes voor uit in een geldtransactiekantoortje in Amsterdam-Oost. ‘Si’, antwoordt een Zuid-Amerikanse vrouw, die elke maand geld stuurt naar haar moeder die voor haar kinderen zorgt, terwijl zij huizen schoon houdt in Amsterdam. Ze heeft al zo’n kaart.
Vanaf reclameposters aan de muren lachen gekleurde gezichten haar toe. Achter de balie pronkt een Nigeriaanse vlag. En tegen het glas van de balie hangen de tarieven voor family assistance naar andere landen waar de klanten hier zoal vandaan komen: Suriname, Marokko, Colombia of Ghana. ‘In Nederland bedienen wij 190 verschillende groepen’, zegt Marie-Elise Droga, directeur Benelux van Western Union.
Het mag voor veel autochtone Nederlanders een onbekend bedrijf zijn, onder migranten is Western Union een begrip. Even naar Western Union gaan betekent zoveel als familie en vrienden helpen in het land van herkomst. Zodat ze naar school kunnen of een nieuwe jurk kunnen aanschaffen voor een aankomende bruiloft. Meestal gaat het om niet meer dan een paar honderd euro, dat cash kan worden betaald en cash weer opgehaald wordt.
Dat lijkt weinig, maar Western Union is een bedrijf van grote getallen. Het claimt in tweehonderd landen en gebieden zo’n 345.000 locaties te hebben, dat wil zeggen: banken, postkantoren en andere agentschappen waar je geld kunt overmaken of ophalen. ‘Dat zijn er vele malen meer dan filialen die McDonald’s heeft’, zegt Droga..
Nog een paar getallen. Elke dag handelt Western Union via zijn eigen computersysteem meer dan anderhalf miljoen transacties af, wat alleen al in het tweede kwartaal van 2008 leidde tot een omzet van 1,35 miljard dollar. Een omzet die de laatste jaren fors is gegroeid. Want met de groeiende stroom migranten, groeit ook de stroom aan overboekingen naar het thuisland. Volgens de Wereldbank is het totale bedrag aan remittances (337 miljard dollar in 2007) meer dan het dubbele dan de totale ontwikkelingshulp wereldwijd. En het groeit explosief: sinds 2002 is het miljardenbedrag aan overboekingen verdubbeld.
Nu verlopen uiteraard niet alle zendingen via Western Union. Nog los van de ondergrondse geldstromen - het meenemen van cash in het vliegtuig bijvoorbeeld - zijn er ook banken. Maar behalve dat die duur en traag zijn: het merendeel van de wereldbevolking – zo’n tachtig procent – heeft helemaal geen bankrekening. En dus zijn veel migranten aangewezen op transactiekantoren. In de praktijk: op Western Union. Het bedrijf is de onbetwiste twijfel marktleider op terrein van de remittances. Concurrentie van enige omvang komt alleen van het vergelijkbare bedrijf MoneyGram, dat qua omzet vijf keer zo klein is. Verder zijn er vele, kleine, gespecialiseerde bureautjes die vooral op populaire routes opereren. In Nederland vooral naar Marokko en Suriname. Maar geen concurrent kan tippen aan het immense, wijdvertakte netwerk van Western Union.
‘Wij hebben de beste migrantenmarketing van de wereld’, zegt Droga trots. Western Union is als adverteerder nadrukkelijk aanwezig op culturele festivals, op etnische radiostations of op bussen in wijken als de Amsterdamse Bijlmer. Het heeft in Nederland acht etnic community consultants in dienst die hun eigen groepen volgen en werft ook personeel in die groepen, zodat klanten zich vertrouwd voelen. Volgens Western Union groeit de markt van overboekingen met acht procent per jaar. Droga: ‘Wereldwijd zijn er nu 200 miljoen migranten, in 2050 zijn dat er 280 miljoen.’
Het klinkt als een bedrijf dat niet te stoppen is. Niet voor niets maakte de landelijke politiek zich een paar jaar geleden druk om het gebrek aan concurrentie op de markt van geldverzenddiensten waardoor soms wel tien tot vijftien procent van de geldbedragen die worden overgemaakt ‘aan de strijkstok’ zou blijven hangen, terwijl de werkelijke kosten per transactie enkele euro’s bedragen. Western Union werd daarbij vaak genoemd.

A Nigerian flag hangs proudly behind the counter and a sign hanging against the glass of the counter displays the rates for family assistance to other countries, from where the customers here originate: Surinam, Morocco, Colombia or Ghana. ‘We serve 190 different groups in the Netherlands’, says Marie-Elise Droga, managing director of Western Union’s Benelux operations. The company may be unknown to many native Dutch people, but Western Union is a household name among migrants. Just nipping over to Western Union basically means helping family and friends in the country of origin, so that they are able to go to school or buy a new dress for a coming wedding. It doesn’t usually involve more than a few hundred euros, which can be paid in cash and collected again in cash.
That doesn’t seem like much, but Western Union is a company of large figures. It claims to have 345,000 locations in two hundred countries and regions; that is to say: banks, post offices and at other agent’s where you can transfer or collect money. ‘That’s many times more branches than McDonald’s has’, says Droga…
A few more figures. Western Union uses its own computer system to complete more than one-and-a-half million transactions every day, which has already resulted in a turnover of 1.35 billion dollars in the second quarter of 2008. This is a turnover that has increased considerably in recent years, as the growing influx of migrants is resulting in a growing number of transfers to foreign homelands. According to the World Bank, the total amount of remittances (337 billion dollars in 2007) is more than double the total amount of foreign aid worldwide and this is increasing at an explosive rate: the billions that have been transferred have doubled since 2002.
Not all of these have been sent via Western Union of course. Besides the underground flows of money – taking cash in the aeroplane for example – there are also banks. Apart from the fact that these are expensive and slow, the majority of the world’s population – around 80% – don’t have bank accounts. This means that many migrants depend on transfer offices and, in practice, Western Union. The company is undeniably the undisputed market leader in the field of remittances. Competition of similar proportions only comes from the comparable company MoneyGram, which is five times smaller in terms of turnover. In addition, there are many small, specialised agencies that operate the popular routes in particular, which in the Netherlands are mainly to Morocco and Surinam. Yet these competitors don’t have anything like the immense, far-reaching network of Western Union.
‘We have the best migrant marketing in the world’, says Droga proudly. Western Union has a strong advertising presence at cultural festivals, on ethnic radio stations and on buses in neighbourhoods such as Amsterdam Bijlmer. It employs eight ethnic community consultants in the Netherlands, who follow their own groups and recruit staff from these groups so that customers feel in safe hands. According to Western Union, the money transfer market is growing at a rate of eight percent each year. Droga: ‘There are currently 200 million migrants worldwide and this figure will be 280 million in 2050.’
It sounds as though the company is unstoppable. It’s not without reason that national politicians made a fuss a few years ago about the lack of competition in the market of money sending services. It was said that this resulted in between ten and fifteen percent of transferred amounts being rake-offs, while the actual cost of each transaction only amounts to a few euros. Western Union was named frequently at that time.
