Grundnivå could refer to undergraduate level courses in general (level A-D) but it is also frequently used about the basic courses (A- and B-level courses as opposed to C- and D-level courses) within the undergraduate program.

Oh, yes, they can be equivalent, at least in the USA :-) And one is a graduate student if one is pursuing their master's or doctoral degree.

In certain countries there is an additional undergraduate degree, for example 'associate degree', but I don't think this makes a significant difference for the situation at hand.
