This expression appears in a text message between two firends, possibly two lorry drivers.
The sentence reads:
"Oтбой так отбой, but make sure you bring me back some coffee"

I'm not sure, but this would fit if it is in response to an earlier message about something being called off.

If they are truck drivers, there may be no conspiracy, they may just be getting off their radios after a routine call. If that's the case, then over and out is pretty much a standard phrase for the purpose.

agree katerina turevich : Yes!. It's the Central talking to a driver still on the road. Central gives ok for an end to the day, but they still have to pull in to the central garage, and therefore the coffee for the poor sucker who sits in the office, and who has run out of coffee.

отбой! A military command (is given to a unit for night rest (to sleep)), also widely used by civil people. Just for a situation when one is awake and another is arranging for sleep in a place, where there is a box (a locker) with coffee (in trailer ?) I would grade myself zero because of this misterious context. Why messaging ? Regards
