As far as I can work out, this is a signal emitted at regular intervals to show that part of system is still functioning correctly.
Anyone know if there is a proper name for this? No guesses please. I can guess myself:-)

This is a term much used in railway circles to signal that a specific safety device is still working, or that a I/O port on the train-bus is in order, and as a n ENS, I am inclined to favour this over "test signal", purely because my understanding of a test signal is rather one which is manual rather than automatic - IOW, the electrician tests after an appliance is initialised by sending a test signal, but that's the lot. An alert signal by contrast is sent every so often all the time an appliance is "alive", or alert. If it fails to arrive at its designated receptor, the alarm is sounded.
