Die Kommission hat klargestellt, dass revolvierende Finanzierungsinstrumente mit Zinssubventionen kombiniert werden können. In diesem Fall werden die Zinssubventionen als Teil des Finanzierungsinstruments angesehen und UNTERFALLEN KEINEM GESONDERTEN RECHTSREGIME. Bei der Gewährung von Zinssubventionen muss jedoch das EU-Beihilferecht beachtet werden.

After searching for some time, I can guess that unterfallen might be a synonym for unterliegen, but then came rechtsregime and now I'm overwhelmed. Can someone confirm whether "are not subject to any separate legislation" is the idea here?
