Je saisis la main courante astucieusement rentrée derrière les paupières de hublots et note au passage la fluidité de la circulation sur le pont.
I don't know what these are called in English.

(port) sill
you can see a picture of it here:
"... la ligne est magnifique, racée avec un rouf étiré, discret et hublots surmontés de « paupières » d’un bel effet."

Here's what the OED says about 'sill':
b. A horizontal beam forming the top or bottom of a ship's port;
There are also a few 'eyelids' floating abour on the Net:

in a general 'housey' sense a 'sill' is indeed at the bottom of the window, however a 'sill' in boat building terms is also the lintel as per OED
You may like to call it a 'lintel', 'protruding lintel" or 'proud lintel' but I'm not sure that 'lintel' is a pucker boatbuilding term:
Lintel
A horizontal support of timber, stone, metal, or concrete across the top of a door, window, or other opening.
OED

In the strictest sense, the kind of yachts we're talking about don't have lintels or sills because they are moulded rather than assembled

it's a Beneteau-specific term isn't it? an innovation requiring a new word perhaps?
...and then again how about a 'portlight fillet'
fillet
A raised rim or ridge on any surface. E18.

Note from asker:
As a general rule the port sill is located under the port. I'm wary about the Bénéteau "eye-lids" - smacks of translation! - particularly when they refer to blinds. |
3 KudoZ points awarded for this answer.
Comment: "I've decided to opt for port brow which IMO is the closest to what it really is. I'm giving you the points because without your references I wouldn't have found it.

: Not 'lid', i think you'll find that refers to the 'blanking plate' that can be used to cover the entire porthole / No convincing Ghits for 'cap' either, I'm afraid

porthole shutter
See at the following addresses.
Note from asker:
It's not a shutter, I've been trying to get pictures of it, and it looks more like one long lip in the mould that covers all the portholes |
