English term

border-controlled drugs

English to German Law/Patents Law: Taxation & Customs Criminal law - drug offences
This term, with or without hyphen, seems to be specific for Australia, and it keeps crossing my path. I have discussed it already several times on other forums (for example, explicitly here: http://forum.dict.cc/?pagenum=13796&hilite=676532&kw=#entry6... to no avail.

Do we possibly have other Australian translators here who could tell me how they (would) translate it? Also if you translate into a European language other than German I would be very interested in your solution.

As context, I give you the original wording from the Australian Criminal Code:

Section 307.2 Importing and exporting marketable quantities of border controlled drugs or border controlled plants
(1) A person commits an offence if:
(a) the person imports or exports a substance; and
(b) the substance is a border controlled drug or border controlled plant; and
(c) the quantity imported or exported is a marketable quantity.
Penalty: Imprisonment for 25 years or 5,000 penalty units, or both.

Section 300.2 Definitions
In this Part:
border controlled drug means a substance, other than a growing plant:
(a) listed or described as a border controlled drug in section 314.4; or
(b) prescribed by regulations under paragraph 301.3(1)(a); or
(c) specified in a determination under paragraph 301.8(1)(a).

4 KudoZ points awarded for this answer. Comment: ""Den staatlichen Grenzkontrollen unterliegende Pflanzen und Arzneimittel/Drogen" - das finde ich am besten. Ich ziehe es vor, Arzneimittel/Drogen als Doppelbegriff verwenden, da manche illegale Drogen wie z.B. Heroin wohl kaum als Arzneimittel Verwendung finden dürften."
