Here is what it means:
Omvangskorting Indien de premie van een levensverzekering boven een (door de maatschappij gesteld ) bedrag komt wordt er over het meerdere een korting van premie gegeven.
Not knowing if there is an exact technical term for this (hence my rating as a 3), I believe this does at least describe what is meant by the term in the absence of someone with more experience in this field coming along with something more specific - it may help you search some more.

if the money is refunded it is a rebate, if it is amount knocked before payment it is a discount - so decide from your context.

I beg to differ: the word ' discount' is far more widely used than rebate, whatever context you add to the search.Try adding any ERP/Economy system and you'll see.
