Personnel officer is to my mind a generic term that can be used regardless of the title used within a specific company.

"Typically a personnel officer develops and advises on all policies relating to human resources in an organisation and implements agreed policies for employee planning, recruitment, selection, education, training, employment, welfare, pay and conditions of work."
