@ stephkg: 'firefighter' is a noun. Fwiw, my take is that the slash here denotes a subsection or chapter of the training manual (a look at the nbbe.nl site would appear to confirm...), so:

In het opleidingsboek brandwacht/repressie van de NIBRA wordt onder meer aandacht besteed in de branddriehoek = The NIBRA firefighter training manual also examines the fire triangle in the section on fire suppression --OR-- The fire suppression chapter of the NIBRA firefighter training manual also examines the fire triangle

agree Michael Beijer : @Chris: but why do some sources translate "brandwacht" as, "fire watchman" / "fire sentry" (one person) + "fire guard" / "fire watch" (group/department)? E.g., that is what my Jansonius says, and various sources via http://eur-lex // OK!

Because the context is different. In the Asker's text, it's about firefighter (the people who come when you dial 112/999/911/etc.) training/qualifications.
