the burgeoning crisis

"the green buds" signify that the crisis is at the beginning, not yet in "full flower", but I've never heard it express in this way in English. Thus I offer the above alternative.

disagree Andy Watkinson : This actually refers to the exact opposite of what you explain. The "brotes verdes" are the "green shoots" of the recovery. Living in Spain, I'm tired of hearing/reading this expression 5,000 times a day.

Why would ministers spend xxxx euros on the green shoots of recovery of the economic crisis in 2008, when the actual "crisis" began around about that time. Surely they are talking about the beginning of the economic crisis in your text rather than the recovery of same??

Am I missing something?

but the so called green shoots of economic recovery doesn't seem to have hit the UK :-)
