this is a document/table that allocates account codes to budget lines (financial lines) within a given budget.
Is there a specific term for this in English? my client's standard terms translations (that I've been asked to work on and boy does it need it!) calls it the 'table link'. Can anyone shed any light?

This seems similar to the Chart of accounts (plan comptable/plan des comptes)

Specifically referring to Budgets, I found a reference to the FOAPAL which is coined by a specific budgeting software used my large organizations (like universities).

Otherwise you can adapt to make something more accurate, such as 'Chart of Accounts for budget'.

Sorry, I have another possible suggestion, but can't make a new suggested answer, so I'll have to tack it on to this one.
An accountant friend of mine just suggested another option:
Map (instead of link)
"As a way to differentiate each class of deduction from other deductions and from earning payments, the Account Mapping functionality will again be utilized. See Appendix 3 for a complete listing of deduction codes that map to a specific account."
