Brontekst - Nederlands Inleiding
Nederland en Vlaanderen zijn niet zomaar buurlanden. Zij spreken een zelfde taal en hebben een grotendeels gemeenschappelijk verleden. Op die manier zijn ze bevoorrechte partners om een aantal dingen samen te doen. Dat kan op verschillende gebieden, maar toch vooral op het breed-culturele terrein. Opvallend is daarbij wat in de grensstreken gebeurt, want daar raken beide landen elkaar en voelt men beter dan elders de voordelen en de problemen van de samenwerking. Eveneens opvallend is wat Nederland en Vlaanderen gezamenlijk in het buitenland - in "derde landen" - realiseren.
Van de verschillende samenwerkingsinitiatieven geven wij voorbeelden. Wij staan ook stil bij de instrumenten die bestaan om de Nederlands-Vlaamse samenwerking te bevorderen.
"De Nederlanden", het historische begrip waar onder andere het huidige Nederland en Vlaanderen mee worden bedoeld, kennen een lange geschiedenis van eenheid en scheiding.
Vooral de Bourgondische en Habsburgse koningen wilden de Lage Landen samenbrengen onder hun kroon. Omstreeks 1540 slaagde Keizer Karel V erin alle 17 Nederlandse Provinciën te verenigen. Daar behoorden ook Franstalige gewesten toe. Voordat de gewesten een hechte eenheid konden worden, leidden godsdienstige maar ook politieke en sociaal-economische tegenstellingen tot grote onenigheid. De Tachtigjarige Oorlog (1568-1648) was daar het gevolg van.
Na de Val van Antwerpen (1585) trokken vele protestanten uit het Zuiden naar het Noorden. Daar zorgden ze mee voor een grote economische opbloei ("de Gouden Eeuw "). De Zuidelijke Nederlanden raakten achterop. De Vrede van Munster zorgde ervoor dat voortaan tussen de Noordelijke Republiek der 7 Verenigde Nederlanden en de Zuidelijke (Spaanse en later Oostenrijkse) Nederlanden een grens zou lopen. Dwars door het Nederlandse taalgebied dus.
Het Zuiden werd de speelbal van de internationale politiek. De invloed van het Frans, die al vrij groot was, werd nog versterkt. Toen het congres van Wenen (1815) oordeelde dat Zuid en Noord herenigd moesten worden tot het Verenigd Koninkrijk der Nederlanden, waren beide delen al erg van elkaar vervreemd. De inspanningen van koning Willem I om Vlaanderen en Brussel opnieuw te vernederlandsen, stuitten op verzet. De Belgische opstand van 1830 leidde ten slotte in 1839 opnieuw tot de scheiding.
Toch bleven intellectuelen en letterkundigen contact houden over de grenzen heen. Op 26 augustus 1849 had in Gent het eerste "Nederlandsch Congres" plaats, onder impuls van de Vlaming Snellaert en de Nederlander Alberdingk Thijm. Deze congressen werden door de jaren heen afwisselend in Nederland en Vlaanderen georganiseerd. Ondertussen maakten Vlamingen en Nederlanders afspraken m.b.t. de spelling, het opstellen van het Woordenboek der Nederlandsche Taal, enz.
In 1927 sloten België en Nederland een Intellectueel Akkoord. Het werd echter nooit uitgevoerd. In 1943 sloten beide landen een Monetair Akkoord en in 1944 kwam de Benelux tot stand. Omdat men niet alleen op het economische terrein wilde samenwerken, ondertekenden Nederland en België in 1946 een Cultureel Verdrag. In 1980 ondertekenden beide partners het Verdrag inzake de Nederlandse Taalunie. In 1995 ten slotte werd het Belgisch-Nederlands Cultureel Verdrag vervangen door een Vlaams-Nederlands Cultureel Verdrag.

The Netherlands and Flanders are not just neighbours. They speak a common language and have a generally shared past. In this way, they are preferred partners in cooperating in a number of matters. This cooperation may occur in a variety of areas, but especially in cultural contexts. It is remarkable what goes on in the border areas, because that is where both countries meet and the advantages and problems of cooperation are felt better than elsewhere. Likewise, it is remarkable what the Netherlands and Flanders jointly deal with abroad – in “third countries”. We provide examples of the various cooperative initiatives. We give careful consideration to the organs that exist to boost Dutch-Flemish cooperation.
“The Netherlands”, the historical term with which, amongst others, the present-day Netherlands and Flanders are meant, are acquainted with a long history of unity and separation.
The Burgundian and Habsburg monarchs, above all, wanted to amalgamate the Low Countries under their rule. Around 1540 Charles V succeeded in uniting all seventeen Dutch Provinces, to which French-speaking provinces also belonged. Before the provinces could become a firm unit, religious but also political and socioeconomic contrasts resulted in great disagreement. The Eighty Year War (1568-1648) was the outcome of this.
The Fall of Antwerp (1585) drew many Protestants from the South to the North. They then fuelled a large economic boom (“The Golden Age”). The Southern Netherlands declined. The Peace of Munster saw that from then on a border would run between the Northern Republic of the Seven United Netherlands and the Southern (Spanish and later Austrian) Netherlands – i.e. right across the Dutch-language area. The South was the puppet of international politics. The influence of French, which was already relatively large, increased even more. When the congress of Vienna (1815) judged that South and North had to be united into the United Kingdom of the Netherlands, both parts already had very much drifted apart. King William I’s efforts to re-Dutchify Flanders and Brussels ran up against opposition. The Belgian revolt of 1830 finally led to separation once again in 1839.
But intellectuals and literary writers still kept in contact over the border. On 26th August 1849 the first “Dutch Congress” took place in Ghent, instigated by the Fleming Snellaert and the Dutchman Alberdingk Thijm. Through the years these congresses were organised alternately in the Netherlands and Flanders. Meanwhile, the Flemish and the Dutch made agreements on matters such as spelling, editing of the Dictionary of the Dutch Language etc.
In 1927 Belgium and the Netherlands concluded an Intellectual Agreement. However, it was never implemented. In 1943 both countries entered a Monetary Agreement and in 1944 Benelux was established. Since they did not only want to cooperate in economic affairs, the Netherlands and Belgium signed a Cultural Treaty in 1946. In 1980 both partners signed the Treaty the Dutch Language Union. In 1995 the Belgium-Netherlands Cultural Treaty was eventually replaced by a Flemish-Dutch Cultural Treaty.
