Source text - English Russia's Foreign Minister Sergey Lavrov said Thursday that Russia and the United States have reached an "understanding" on a draft of a United Nations Security Council resolution to deal with Syria's chemical weapons stockpile, after a weeks-long diplomatic impasse over how to internationally confront the use of chemical weapons against Syrians.
Samantha Power, U.S. ambassador to the U.N., confirmed the agreement via her Twitter account:
"The draft UNSCR establishes that #Syria's use of CW (chemical weapons) is threat to international peace & security & creates a new norm against the use of CW," her official account said.
The U.S. and Russia have been at odds for weeks over what to do about the use of chemical weapons in Syria, and the agreement clears the way for a larger vote from the rest of the Security Council. The full 15-member Council will meet in consultations at 8 p.m. Thursday.
According to Powers’ Twitter account, the resolution sets a precedent against the use of chemical weapons, and legally requires Syria to give up its stockpile.
The resolution does not include language on sanctions against Syria if a breach of a Russia-U.S. disarmament plan is reported. Russia and China have opposed sanctions against the regime over the past two-and-a-half years of war

وقد أكدت سامانثا باور، سفيره الولايات المتحدة لدى الأمم المتحدة،ا للاتفاق عن طريق حسابها تويتر:
وقالت "ان مشروع قرار مجلس الأمن الدولي ينص على أن # استخدام سوريا للCW (الأسلحة الكيميائية) هو تهديد للسلام والأمن الدوليين ويخلق معيارا جديدا ضد استخدام الأسلحة الكيميائية"، عبر الرواية الرسمية لها.
وكانت الولايات المتحدة وروسيا على خلاف منذ أسابيع بشأن ما يجب القيام به حيال استخدام الأسلحة الكيميائية في سوريا، والاتفاق يمهد الطريق لاجراء تصويت أكبر من بقية مجلس الأمن. وسيجتمع المجلس المكون من 15 عضوا كاملا في مشاورات الساعة 8 مساء يوم الخميس.
وفقا لباور ، فإن القرار يشكل سابقة ضد استخدام الأسلحة الكيميائية، ويتطلب قانونا سوريا للتخلي عن مخزونها.

ويشكو سكان محليون أن مدينة تعز تشهد اختلالات أمنية مستمرة رغم مناشدات المواطنين للسلطات المحلية والأمنية سرعة استتباب الامن وملاحقة المطلوبين امنيا ومحاربة المظاهر المسلحة ويذهب الكثير من المواطنين إلى اتهام جهات امنية بافتعال الاختلالات الأمنية لمصالح شخصية ولصالح مراكز قوى خارج المحافظة لا زالت تحن للعهد الماضي كما يقول المواطنين

Local residents complain that Taiz city is witnessing continuous security imbalances, despite appeals from citizens to the local government and security authorities to speed up the restoration of safety and prosecuting wanted criminals and fight against armed manifestations.
