This is a civil action in an ordinary proceeding where the claimant is a Copyright Collective Organisation and the defendant is a big bad tech company. 4 fundamental criticisms are being aimed at the validity of article 32.2 of the Spanish Intellectual Property Law.

For context I include all 4 below.

I believe "Jurídico-material" is "substantive law". Could "jurídico-formal" thus be "procedural law"? [https://www.proz.com/kudoz/spanish-to-english/law-general/40...]

a. De orden semántico: falta de encaje en el límite de cita y reseña e ilustración con fines docentes y de investigación.
b. De orden teleológico: por su falta de necesidad, su incompatibilidad con la libertad de información y su afectación a la libre competencia en el mercado de la información.
c. De orden jurídico-material: por incongruencia de entre su régimen jurídico y el sistema de derechos de propiedad intelectual.
d. De orden jurídico-formal: por la supuesta falta de comunicación del nuevo régimen a las autoridades de la UE.
